The martial law portions of Rex 84 were outlined in a 1982 memo, written by FEMA deputy John Brinkerhoff. Martial law was to be declared in the event of a national crisis, yet the plan did not define the term “national crisis”. The plan allowed FEMA to take control of both federal and state governments, appointing military commanders to replace duly elected officials. The plan also called for the rounding up of at least 21 million “American Negroes”, for delivery to various military bases converted into prison centers, also known as FEMA relocation camps. Why? Because at that time African Americans were classified as one of the largest threats to the continuity of the federal government. In 1986, under Rex 84, they opened 12 secret army camps to test if they could keep them secret while they held federal, now they hold state prisoners as well. Federal prisoners would then be given a few years off their sentence if they agreed to not tell family about it, and to go to the labor camps.

Also, it is a testament to what a government can accomplish when it’s people are in fear. The Federal Emergency Management Agency’s powers grew under the tutelage of people like Lt. Col. Oliver North and General Richard Secord, the architects on the Iran-Contra Scandal. FEMA has been given responsibility for disaster relief, including urban forest fires, earthquakes, hurricanes, tornadoes, refugee situations, urban riots, and emergency planning for nuclear and toxic incidents. FEMA was created in a series of Executive Orders. A Presidential Executive Order, whether Constitutional or not, becomes law simply by its publication in the Federal Registry. Congress is bypassed. FEMA has only spent about 6% of its budget on national emergencies, the bulk of their funding has been used for the construction of underground facilities to assure continuity of government in case of a major emergency – foreign or domestic.

The idea of putting people in detention camps is not so far fetched. Because several years ago, a subsidiary of the Haliburton Corporation, which has done a lot of the private contract work, and made a lot of money off the tax payers backs in so called rebuilding Iraq – was given a $385 Million contract to build concentration or detention camps in this country, supposedly for, and this has been the argument for illegal aliens or illegal immigrants and those kind of people, but the language is so vague in the contract that it could mean anyone even people who are politically opposed, who exercise their free speech rights, either on the internet or through demonstrating or whatever, they could be considered a dangerous individual and be put in one of these detention camps.

I think this is the most broad definition of emergency powers I’ve ever seen a president award to themselves, and it really is virtually dictatorial powers…the ability to take over and manage all levels of government including private sector organizations. And the directives have no indication that to get these powers the president has to go through congress.
