Hate to burst your bubble but you do not need a chip. It is call an eeg. All electrical current emmits a radio frequency. So if you think about it if you have a sesitive enough anntenna you should be able to intercept the pattern that is being emmited from the body or brain. so each individual is emiting its own radio wave pattern. just like a fingerprint. In other words it is either there is a patten of radio waves or not. just like all stars emitt their own unique radio wave. and it is a coumputer that interperets the pattern for us to see. The information you should put out is how it would be unconstitutional to intercept the patterns with out a warrent. Now that is a case you can present. So now you have a case for the goverment to control dreams. because if you can intercept the pattern the next thing you will want is to manipulate it. Like fireing a series of microwaves in a pattern so the neurons fire as if you had thought it up. Now if you can control thoughts then you should be able to control the other parts of the brain. Emotions, sight, smell, touch, body temp, and so on. Now if a capability is their should it be regulated. If it is not well then point out how it is unconstitiutional. And say the FCC is a waste of money because info is still being input in the brain except with out the aid of a monitor.
